Outline planning applications
An application for outline planning permission allows for a decision to be taken on the general principles of a proposed development. There is no requirement to submit a fire statement form with an application for outline planning permission.
Outline planning permission is granted subject to approval of one or more “reserved matters”. These are submitted separately to the LPA as part of subsequent reserved matters application(s) to address matters relating to: access, appearance, landscaping, layout, and scale.
If there is not enough detail in the application to assess fire safety matters, HSE can ask the local planning authority to add a condition to an outline planning permission. The condition would require the applicant to submit a fire statement form with a reserved matters application. This provides information that the LPA can consult HSE about before making the decision on the reserved matters application.
