Hybrid planning applications

A hybrid planning application seeks both full and outline planning permission for different aspects of development on the same site.

Applicants must submit a fire statement covering any part of the development being applied for in full if: 

  • it contains a relevant building  
  • it is a development within the curtilage of a relevant building  

HSE may ask the local planning authority to apply a condition to the hybrid planning permission, depending on the scale and nature of the matters that have been reserved. This would require a fire statement form be included with a reserved matters application and for HSE to be consulted at the reserved matters stage. This should include a fire service access plan of the whole site (not just the outline element) so that HSE is able to assess accessibility in and around the site.
