Pre-application meetings

Format of the meeting

The Planning Gateway One team will try to arrange a meeting as soon as possible after a request is made. Meetings will be held virtually using MS Teams. A link to the meeting will be provided in the invitation.


Who should attend?

It is for the developer to decide who to invite to the meeting from their design team. If it would assist in the discussion, it may be useful to invite the local planning authority officer. Please let the PGO team know the relevant contact details if you would like to include them.

If there have been pre-application discussions with other parties that could usefully attend the meeting, for example, the local Fire and Rescue Service, then let the PGO team know and provide their contact details if you would like them to attend.

The HSE attendees will include at least one Fire Safety Information Assessor and, depending on availability, the PGO Team Leader (who manages the team) or the PGO Operational Lead (who leads the PGO service).


How we record and provide advice

HSE will provide a written record of the advice given and provide a case reference number. This will not be a detailed minute of a meeting, rather a summary of the main issues discussed, and the advice provided.

Following the meeting, HSE will send the written advice as soon as practicably possible. Once you receive it, please let us know if you have any comments on the advice within five working days, otherwise the note will stand as a record of the meeting.

The note will only be used internally in HSE and its primary purpose is to provide useful advice to the applicant and other attendees. The circulation of the note will be agreed in advance with the attendees of the meeting or the person who requested the pre-application advice.

Please reference any pre-application advice HSE has provided in section 4 of the Fire Statement Form using the PGO case reference number provided on the advice note. You can also append the advice note to the form for ease of reference.
