Planning Gateway One - Pre application service

Information to provide with a request or before a meeting

HSE will ask for the following information following a request for pre-application advice:

  • confirmation of whether the development is new build or existing,
  • information about the location of the site (full address including postcode where available) and including neighbouring uses,
  • information about storey heights of buildings in the development,
  • information about any floors above 18m that are over 900 m2 in area,
  • plans and drawings that indicate the location of escape staircases and firefighting shafts,
  • any information you have about occupancies/uses within the building and how they relate to staircases and firefighting shafts – in particular, higher risk ancillary accommodation such as refuse stores,
  • a fire service site access plan, even in indicative form, showing the level of accessibility in and around the site for fire appliances and fire service access into the building,
  • any other information that you think would be useful for us to know – including any site constraints or novel features we would need to be aware of,
  • any relevant planning history for the building or site, and
  • any information about the consenting programme such as when the submission of the planning application is intended.

Developers can provide this information with any initial request or provide it a least a week in advance of any meeting. There is no prescribed format for providing this information, however, plans and drawings should be legible and of a reasonable size. If the project is at an early stage of design development, then let us know if it’s not possible to provide some of this information or highlight the level of certainty of the information provided and its indicative nature. If there are design options, provide them as well.

The information can be provided by email and if the file sizes are large, a file share link can be used. Make sure any expiry date for any file share link allows at least a week for the information to be downloaded by the Planning Gateway One team.

HSE will not publish pre-application advice, however, you should be aware that HSE may be required to disclose information provided to it.
