The health, safety, and wellbeing of future and existing occupants of a relevant building is a material planning consideration. Fire safety design, in the context of developments that include tall and complex buildings, often requires the designer to use standards and guidance as a benchmark, but also to apply performance-based design to complement standards and guidance and enhance the overall safety of the design. Performance-based design means using scientific and engineering principles to ensure the fire safety design is tailored to meet the needs of the development. It is for applicants to ensure that the fire safety information in a planning application demonstrates a reflective approach, which provides confidence to HSE and the LPA.
