I want to convert flats into a house (amalgamation/deconversion)
Deconversion is the process of converting houses back into flats, this requires them to originally be built as a house.
Amalgamation is a similar process, the conversion of purpose-built flats into a house. While the processes are similar, it is likely that deconversion will be seen more favourably when applying to create a single house.
Planning Permission
Merging flats to create a single house may require planning permission, depending on how the Local Planning Authority (LPA) views the change. Some may consider it development while others may not, this often depends on their housing supply.
Local policies can provide more detail around your council’s stance, these should be available on their website. If not, then you may wish to contact your LPA for advice.
If you do not require planning permission for your change then you can apply for a Lawful Development Certificate for Proposed Use to prove that the change is lawful.
Building Regulations
